Axxe was created in a genetics labratory, therefore no family ties. He's body was adapted over five years to produce a bio-electric agent, much like an electric eel. Originally he was created to harness electricity, but his body wouldn't store it, it would pass through him like anyone else. This resulted in the lead scientist, Dr. Turner, to develope special glands that produced the bio-electric agent that he could charge and expell from his body as actual electricity.
